Rekono.TSP.QTSA (Qualified Time Stamp) Operating Rules
The Certification Agency Rekono.TSP is listed in both the EU-level register of certification authorities and the national register of certification authorities (XML format). Its operations comply with the eIDAS Regulation and the Electronic Commerce and Electronic Signature Act (Official Gazette of the Republic of Slovenia, No. 98/2004 – ZEPEP).
Rekono d.o.o. has established and manages Rekono.TSP, which serves as a trust service provider for qualified electronic time stamps and other trust services, including the verification of digital certificates for qualified electronic signatures, qualified electronic seals, advanced electronic signatures, advanced electronic seals, electronic authentication, and the issuance of advanced electronic time stamps.
This document, Rekono.TSP Operating Rules for Qualified Electronic Time Stamp (hereinafter RekonoQTSA Operating Rules), sets out the terms of use and describes the rules and procedures implemented by Rekono d.o.o. for providing qualified electronic time stamp services. The RekonoQTSA Operating Rules also describe the technical characteristics and operational procedures for managing the IT infrastructure used by Rekono d.o.o. to perform and manage the qualified electronic time stamp service.
Qualified electronic time stamps issued under these RekonoQTSA Operating Rules are clearly marked with the identification marks listed in section 2.2 Document Name and Identification Marks.
To provide trust services, Rekono d.o.o. has established its own public key infrastructure, Rekono.TSP, which includes a root certification authority for issuing certificates to time stamping entities. Within the RekonoQTSA service, two trust chains have been established: one using RSA (Rivest–Shamir–Adleman) asymmetric keys and another using ECC (Elliptic-curve cryptography) asymmetric keys.
The RekonoQTSA root certificate authority, or its public key certificate in each trust chain, represents the service’s digital identity and trust anchor for verifying the digital certificates of time stamping entities and time stamps.
The RekonoQTSA root certificate authority issues digital certificates only to time stamping units for issuing qualified electronic time stamps within the Rekono.TSP trust service provider and to OCSP servers for verifying certificate status.
