General Terms and Conditions for the Use of the Rekono Service

These General Terms and Conditions govern the use of the Rekono online electronic identification and authentication service (hereinafter referred to as the “Rekono Service”) provided to Users by Rekono d.o.o. (hereinafter referred to as “Rekono” or the “Controller”). By accepting the General Terms and Conditions and registering their legal identity by opening an Account in the Rekono System (hereinafter referred to as the “Rekono Account”), the User acquires the right to use their Rekono Account with the selected authentication elements and authentication procedure in trust services for electronic transactions and in other solutions or services of providers of online and other electronic services that require reliable and secure representation and confirmation (authentication) of the User’s identity in order to access these services.

Electronic Identity and e-Identification

Assurance Levels (Trust Levels)

Rekono supports multiple assurance levels aligned with EU guidelines on minimum technical requirements and procedures for ensuring the assurance level of electronic identification means.

The assurance level of electronic identity is determined by several elements or criteria, outlined in the EU guidelines for the assurance level of electronic identities:

  • Levels of assurance for e-identification means:
    • low (limited trust; the aim is to reduce the risk of identity abuse or alteration);
    • medium (medium trust; the aim is to significantly reduce the risk of identity abuse or alteration);
    • high (higher trust; the aim is to prevent the risk of identity abuse or alteration).

  • Electronic identity is based on the legal identity of natural or legal persons:
    • When confirming identity, a chain of trust must be established between the authentic source of legal identity and the electronic identity;
    • For medium and high levels, direct verification of the person’s identity is required (e.g., physical presence, another electronic identity of the same or higher assurance level) or through a third party.
  • The level of assurance is also influenced by:
    • The method of registration, activation, and management of authentication mechanism (e.g., method of delivery, method of proving possession of a specific mechanism);
    • The technical characteristics of authentication mechanisms (what I know, what I have, what I am, dynamic elements, multi-factor authentication).
